Abstract
The bootstrap condition is generalized to reggeized gluons. As a result it is demonstrated that the intercept generated by reggeized gluons cannot be lower than the one for . Arguments are presented that in the limit the bootstrap condition reduces the gluon chain with interacting neighbours to a single BFKL pomeron. In this limit the leading contribution from gluons corresponds to non-interacting BFKL pomerons (the pomeron cut). The sum over leads to a unitary amplitude of the eikonal form.
